State school superintendent would change from an elected position to one appointed by the State Board of Education, effective no later than January 1, 2031, or upon the earlier death, withdrawal, resignation, or removal of the superintendent elected in 2026

State Board of Education members would be elected to four-year terms by House and Senate members whose districts fall within each congressional district, replacing the current system of gubernatorial appointment with Senate confirmation

Current State Board of Education members serving as of December 31, 2026, would complete their existing terms before the new election system takes effect

The State School Superintendent position would be removed from the list of statewide elected constitutional executive officers, with the 2026 elected superintendent being the final person elected to this position

Requires voter ratification as a constitutional amendment, with the ballot question asking whether to approve the appointed superintendent and legislatively-elected board member changes
