Creates a House Study Committee on Teacher Planning and Duty-Free Lunch composed of six members appointed by the Speaker of the House of Representatives

Committee will study issues related to teacher planning time and duty-free lunch periods, which are often waived by school districts due to staff shortages and lack of substitute teachers

State funding for substitute teachers has not increased since the Quality Basic Education Act was passed in 1985

Follows December 2025 recommendations from the Georgia Roundtable for Strategic Educator Recruitment and Retention to increase substitute funding and protect planning time

Committee will stand abolished on December 1, 2026, and must file any report with findings or proposed legislation before that date
