Creates a 12-member House Study Committee on the Basic Building Blocks of Transportation, appointed by the Speaker of the House, to examine rising costs of highway construction materials including asphalt, concrete, sand, gravel, and crushed stone.

Georgia has over 11 million residents generating nearly 350 million daily vehicle miles traveled, with the Department of Transportation estimating approximately $63 billion in project spending over the next 20 years under the Freight and Logistics Implementation Plan.

Committee will study utility adjustment schedules in highway construction contracts to determine if projects could be completed faster, and examine Department of Transportation oversight, management, and policies affecting project timelines and budgets.

Legislative members receive standard allowances under Code Section 28-1-8 for up to six days unless additional days are authorized, with funding from House of Representatives appropriations.

Committee must file any findings or legislative recommendations with the Clerk of the House before abolishment on December 1, 2026.
