Creates a House Study Committee to examine how to increase state contracting opportunities for minority-owned, women-owned, and veteran-owned businesses, particularly under-resourced enterprises

Committee consists of 8 members: 5 House Representatives appointed by the Speaker, plus 3 non-legislative members representing each business category (minority, women, veteran-owned)

Study will assess current participation levels in the $4.5 billion annual state procurement process and identify strategies to improve outreach, bid readiness, and access to state/federal grants

Committee authorized to examine data disaggregated by race, ethnicity, gender, disability, and veteran status to develop recommendations and proposed legislation

Committee will stand abolished on December 1, 2025, with required report filing to the Clerk of the House prior to that date
