Creates the House Study Committee on Education Finance to review Georgia's Quality Basic Education (QBE) funding formula, established in 1985, which distributes state funds based on full-time equivalent student counts and program types

Committee will examine equalization grants, the local five-mill share requirement, and all education financing mechanisms to assess whether the current system remains appropriate and equitable

Composed of five House members: chairpersons of the Appropriations Committee, Education Committee, and Appropriations Subcommittee for Education, plus two members appointed by the Speaker

Committee members may receive per diem allowances for up to five days of meetings unless additional days are authorized, with funding from House appropriations

Committee must file any report with findings or proposed legislation with the Clerk of the House before abolishment on December 31, 2026
