Creates a House Study Committee on MARTA Governance, Financial Accountability, and Regional Transit Oversight to examine MARTA's operations, including its request to extend penny sales tax collection from 2057 to 2067 and declining ridership at 50-60% of pre-pandemic levels

Committee will review transparency measures, quarterly financial reporting requirements, MARTA Act governance framework, debt restructuring strategies, regional transit sales tax allocation, and independent audits of executive salaries and procurement practices

Committee composed of 5 House members appointed by the Speaker, 4 citizen representatives from DeKalb County, Fulton County, Clayton County, and City of Atlanta, plus executives from ATL Authority, MARTA, and Atlanta Regional Commission

Scope includes examining financial structures for capital projects, federal funding strategies, transit-oriented development opportunities, and governance reforms for regional transit coordination across the 13-county ATL Authority jurisdiction

Committee must file its report and will be abolished on December 1, 2026
