Proposes a constitutional amendment requiring the General Assembly to appropriate all funds from legal judgments awarded to the state and settlements entered into by or on behalf of the state on or after January 1, 2027

Requires excess, changed, or unanticipated federal funds exceeding $10 million to be appropriated by the General Assembly through methods prescribed by general law, rather than being automatically appropriated for federal purposes

Eliminates the current provision allowing federal funds to automatically be used for federally-directed purposes without legislative approval

Requires the amendment to be submitted to Georgia voters for ratification or rejection on a future ballot
