Creates a Joint Study Committee to examine whether regulation of used motor vehicle dealers should be moved to the Department of Revenue, which currently oversees temporary operating permits and dealer plates, rather than remaining under the Secretary of State's office

Addresses documented problems including illegal sale of temporary operating permits, dealers selling or renting dealer plates, use of forged plates, and abuse of dealer plates to evade title ad valorem taxes, traffic citations, and toll payments

Committee membership includes 4 House members, 4 Senate members, the Secretary of State or designee, the Department of Revenue commissioner or designee, and 2 law enforcement representatives with motor vehicle crime experience

Committee will study whether consolidating used motor vehicle industry regulation under a single agency would improve oversight and reduce criminal exploitation of the licensing system

Committee must file any findings and legislative recommendations before December 1, 2025, when it will be abolished
