Proposes a constitutional amendment to create the Georgia's Children First Trust Fund to provide scholarships, grants, and financial assistance for child care services

Requires a one-time appropriation of $3 billion from the Revenue Shortfall Reserve upon creation of the fund

Funds appropriated to the trust would not lapse and a portion would be invested, with investment returns used to sustain ongoing child care assistance

Authorizes but does not require the General Assembly to appropriate additional amounts into the fund

Requires voter ratification through a ballot question asking whether to use the state's revenue surplus to create a "self-sustaining" child care trust fund
