Creates an 11-member House Study Committee on Modernization of the Traffic Violations Bureau to examine Georgia's TVB system, which allows drivers to pay certain traffic fines online or by mail without court appearances

Addresses concerns that the current TVB system, enacted in March 1966, may be unconstitutional due to lack of Miranda rights advisement, and allows dangerous drivers to avoid prosecutorial and judicial oversight

Committee membership includes the House Judiciary Non-Civil Committee chairperson, two Speaker-appointed representatives, and designees from law enforcement, prosecutorial, defense attorney, and judicial organizations

Legislative members receive standard allowances; expenses are limited to five days unless additional days are authorized, funded through House of Representatives appropriations

Committee must file any report with the Clerk of the House by majority vote approval and stands abolished on December 1, 2025
