Proposes a constitutional amendment to authorize the General Assembly to legalize and regulate sports betting in Georgia, which is currently prohibited alongside pari-mutuel betting and casino gambling.

Creates the "Georgia Sports Betting Proceeds Trust Fund" to receive tax revenue from sports betting activities, with proceeds identified as a separate budget category called "Sports Betting Proceeds."

Allocates 15% of the first $150 million in annual sports betting proceeds to gambling addiction prevention and treatment programs.

Directs 85% of the first $150 million and all proceeds above $150 million annually to voluntary pre-kindergarten, HOPE scholarships, and other educational programs currently funded by the lottery.

Authorizes the Georgia Lottery Corporation to participate in sports betting activities, with its proceeds following the same educational funding requirements as lottery proceeds, and requires voter ratification of the amendment.
