Creates a House Study Committee to examine the State Board of Registration of Used Motor Vehicle Dealers and Used Motor Vehicle Parts Dealers, which is currently overseen by the Secretary of State's office while temporary operating permits and dealer plates are managed by the Department of Revenue.

Addresses a dramatic increase in illegal temporary operating permits issued by licensed dealers, including selling permits for profit and issuing multiple permits when dealers cannot timely process title applications.

Investigates abuse of dealer plates used to avoid title ad valorem taxes on luxury vehicles, evade responsibility for moving violations and unpaid tolls, and facilitate criminal activities including moving stolen vehicles and drugs.

Committee membership includes four House members (including chairs of Motor Vehicles and Regulated Industries committees), the Secretary of State, the Revenue Commissioner, a law enforcement representative, and a Georgia Motor Vehicle Crime Prevention Advisory Board member.

Committee will study whether used motor vehicle industry regulation should be consolidated with the agency responsible for issuing license plates, with a report due before the committee's abolishment on December 1, 2025.
