Proposes a constitutional amendment to allow the General Assembly to create multiple Seed-Capital Funds, changing current language that permits only one fund

Funds would continue to be disbursed by the Advanced Technology Development Center of the University System of Georgia to provide equity and capital to small, young entrepreneurial firms in technology, manufacturing, or agriculture

Returns on loans and investments would be deposited back into the applicable Seed-Capital Fund for further disbursement, with funds exempt from standard lapsing requirements

Requires voter ratification through a ballot question at a statewide election
