Creates a 7-member Joint Study Committee on Cosmetology and Barbering Education, with 3 House members, 3 Senate members, and 1 gubernatorial appointee with experience in cosmetology and barbering education

Addresses the lack of access for accredited private cosmetology and barbering schools to state workforce development programs, scholarships, loans, and grants that are available to Technical College System of Georgia programs

Committee will study conditions and needs of cosmetology/barbering education and recommend appropriate legislation

Legislative members receive standard allowances; expenses limited to 5 days unless additional days are authorized, funded by House and Senate appropriations

Committee must file a report with findings and recommendations before abolishment on December 1, 2026
