Trooper Cenescar was born August 8, 1995, in Port Au Prince, Haiti, and was killed in the line of duty on January 28, 2024

He began his law enforcement career with the Atlanta Police Department, where he was recognized for a 2022 rescue of a driver who had driven off a bridge

He graduated from the 114th Georgia State Patrol Trooper School in 2023 after joining the Department of Public Safety

Directs the Department of Transportation to erect and maintain appropriate memorial signage
