Authorizes property exchange of approximately 2.957 acres in Clarke County (Athens Field Office, Department of Community Supervision) with Mallory and Evans Development, LLC for a like or better property

Authorizes conveyance of approximately 5.468 acres in Colquitt County (Southern Regional Technical College) for fair market value, and up to 216.75 acres in Habersham County (Lee Arrendale Correctional Institute) to the Town of Alto and Habersham County for water tower and public purposes

Authorizes quitclaim of state's interest in approximately 4,086.07 acres of disputed marshlands in Glynn County to Glynn New Hope 1043, LLC for a wetland mitigation bank, with the state receiving 20% of mitigation credits and property returning to state after credit exhaustion or 25 years

Authorizes 25-year leases of communication tower space to Southern Linc at State Patrol Posts in Hall, Miller, Sumter, and Tattnall Counties for fair market value, with all authorizations expiring three years after the resolution becomes effective
