Authorizes the State of Georgia to grant non-exclusive easements across state-owned property in 16 counties (Barrow, Bryan, Chatham, Cherokee, Coweta, Fulton, Glynn, Habersham, Hall, Haralson, Jeff Davis, Lamar, McDuffie, Paulding, Walker, and Walton) for utility infrastructure including electrical distribution lines, fiber optic cables, water/sewer systems, and gas lines

Grants easements to multiple utility providers including Georgia Power Company, Atlanta Gas Light, Spectrum Company, and various electric cooperatives and water authorities to serve state facilities such as technical colleges, state parks, wildlife management areas, and EV training centers

Most easements are granted for $10.00 consideration given public purpose, though some require fair market value payments (minimum $650.00) and one City of Atlanta bridge easement requires $96,400.00

All easements expire three years after the resolution's effective date if not utilized, and rights revert to the state upon abandonment of the facilities

State Properties Commission is authorized to require relocation of facilities at the utility's expense if needed for state use, and all grantees must comply with applicable environmental statutes and obtain required permits
