Prohibits companies owned or operated by the government of Iran ("scrutinized companies") from bidding on or submitting proposals for Georgia state agency contracts for goods or services

Requires companies submitting bids or proposals for state contracts to certify they are not owned or operated by the Iranian government

Imposes civil penalties for false certification equal to the greater of $250,000 or twice the contract amount

Mandates contract termination if the Department of Administrative Services determines a company falsely certified its non-Iranian status

Permanently bars companies that submit false certifications from bidding on future state contracts
