Defines "independent activity" to include children playing indoors/outdoors alone or with others, walking to/from school, running errands, and traveling to local commercial or recreational facilities without direct adult supervision

Revises the definition of "neglect" to require a "real, significant, and imminent risk of harm" resulting from "blatant disregard" when a child is placed in situations beyond their maturity or abilities

Creates an exception to neglect charges for legal custodians who permit children to engage in independent activities, provided the custodian reasonably believes the child has sufficient maturity and abilities to avoid substantial risk of harm

Exempts legal custodians from reckless conduct misdemeanor charges when permitting children to engage in independent activities, unless the conduct constitutes neglect under the revised definition

Effective date of July 1, 2025, with the reckless conduct exception applying only to offenses committed on or after that date
