Prohibits public schools from expelling students solely due to absenteeism

Defines "chronically absent" as missing 10% or more of enrolled school days (excused or unexcused) and requires local school systems to establish attendance review teams when chronic absenteeism rates reach 10% at the district level or 15% at individual schools

Requires each county's student attendance and school climate committee to meet by November 1, 2025, and at least twice annually thereafter, with new written attendance protocols due by June 1, 2026

Mandates that students taking tests or physical exams for military service or National Guard be credited as present rather than marked absent

Requires the Department of Education to submit biennial county-by-county compliance reports to legislative committees beginning in 2026, including attendance rates and discipline data
