Expands the definition of "designated teaching institution" to include medical facilities with federal CMS certification numbers that participate in Medicare and Georgia Medicaid and offer ACGME-accredited residency or fellowship programs

Adds fellowship physicians to the medical education funding program, allowing the Department of Community Health to pay up to $10,000 annually per resident or fellow to hospital authorities and designated institutions

Extends service cancelable loan program eligibility to physicians currently in ACGME-accredited residency or fellowship programs, not just those who have completed their training

Requires loan recipients in residency or fellowship programs to be U.S. citizens or nationals enrolled in an ACGME-accredited program

Aims to increase the number of physicians in underserved rural areas of Georgia by providing financial incentives during medical training in exchange for future practice commitments
