Amends the definition of "approved school" for Georgia's tuition equalization grant program, which provides state funds to students attending eligible private colleges and universities

Changes the eligibility requirement from institutions that have been "in existence in Georgia for at least ten years" to those "located in this state since on or before January 1, 2021"

Updates the compliance deadline from January 1, 2011 to January 1, 2021 for institutions to have met all eligibility requirements

Requires approved proprietary institutions to be accredited by SACSCOC as Level VI institutions, participate in federal Pell Grant program, and be approved by the Georgia Nonpublic Postsecondary Education Commission

Revises evaluation criteria terminology, replacing "physical plant facilities resources" with "instructional campuses, facilities, or other physical sites" and "library sources" with "library resources"
