Creates the Joint Development Authority of North Fulton Municipalities as a public body to promote trade, commerce, industry, and employment opportunities in north Fulton County

Development area covers land within the corporate limits of six cities: Alpharetta, Johns Creek, Milton, Mountain Park, Roswell, and Sandy Springs

Seven-member board of directors with one appointee from each of the six participating cities' governing authorities, plus one director appointed by majority vote of the other six directors; terms are four years

Authority may issue revenue bonds with maturities up to 40 years, acquire and dispose of property, extend loans, enter contracts up to 50 years with government entities, and finance projects for industrial, commercial, residential, business, office, or parking uses

Bonds and obligations are not public debt of the state, county, or municipalities; existing development authorities in the participating cities are not affected by this Act
