GA SB163

Amends Georgia Code Section 16-11-173 to strengthen state preemption of local firearms and weapons regulations, prohibiting counties, municipalities, and other local entities from regulating gun shows, weapons possession, ownership, transport, sale, storage, registration, or dealers.

Declares that lawful design, marketing, manufacture, and sale of firearms, ammunition, and other weapons is not unreasonably dangerous and does not constitute a nuisance per se.

Reserves exclusively to the state the authority to sue weapons, firearms, or ammunition manufacturers, trade associations, or dealers for damages related to lawful business activities, with an exception for breach of contract or warranty claims by local governments.

Grants lawful weapons carriers standing to sue public entities or officials for violations, allowing recovery of actual damages or $50,000 (whichever is greater) plus litigation expenses and attorney's fees, or alternatively liquidated damages of three times litigation expenses and attorney's fees.

Requires lawsuits under this section to be filed in superior court within one year of the violation.
