Georgia Department of Community Affairs must develop and operate a publicly accessible online database for legal notices currently required to be published in newspapers, contingent upon General Assembly appropriation

Posting legal notices on the database becomes mandatory in addition to existing newspaper publication requirements, with fees capped at $25.00 per notice and notices posted within 24 hours of upload

Database posting can substitute for newspaper publication when a county's legal organ does not maintain an office within that county, or when newspaper publication contains errors but the database version is correct and timely

Database must allow public searching, mobile device access, user accounts with customizable notifications, and certified copies of posted notices

Department may charge fees for notification services and archival notice retrieval (notices posted over one year), and is authorized to adopt rules and regulations for database operation
