Authorizes the State Board of the Technical College System of Georgia to establish an adult workforce high school diploma program for Georgia residents ages 21-40 who lack a high school diploma and previously attended public school or adult education in the state

Third-party providers must be accredited (by SACS, Georgia Accrediting Commission, or Cognia), maintain at least a 50% graduation rate, and keep average cost per graduate at $7,500 or less to remain approved

Providers must offer free academic assessments, transcript evaluations, remedial education, workforce credentials, employability skills certification, and all courses needed for diploma completion at no cost to students

Milestone-based funding disbursements include $275 per half-unit of high school credit, $275-$825 for workforce credentials (based on training hours), $275 for employability skills certification, and $1,100 for each diploma earned

Program automatically repeals on July 1, 2031, with annual reporting to the Governor and legislative committees beginning in 2027
