Expands the Public Safety Memorial Grant to cover spouses (not just children) of law enforcement officers, firefighters, EMTs, prison guards, and highway emergency response operators killed or permanently disabled in the line of duty, increasing maximum grants from $2,000 to $18,000 per year and lifetime caps from $8,000 to $72,000.

Creates a new tuition grant program for children and spouses of public school teachers and employees killed or permanently disabled by an act of violence in the line of duty, with the same $18,000 annual/$72,000 lifetime limits.

Establishes a veterinary student loan repayment program for veterinarians practicing shelter medicine or working at nonprofit pet sterilization clinics, offering up to $75,000 in loan purchases ($25,000 per 12 months of service) for a three-year commitment.

Adds two new members to the State Veterinary Education Board: an executive director of an animal shelter or nonprofit pet sterilization clinic, and a veterinarian practicing shelter medicine or pet sterilization services full time.

Allows charitable contributions to support these educational grants through Georgia income tax returns and driver's license/ID card renewals beginning January 1, 2026, with donation options of $1, $5, or $10.
