Amends Georgia Code to recognize that life is valued and protected from the moment of conception, with such life accorded the same rights and protections guaranteed to all persons under federal and state constitutions and Georgia law

Defines "conception" as the combining of male sperm with female ovum, resulting in a fertilized ovum or zygote

Defines "abortifacient" as any method inhibiting pregnancy development after conception, and "contraception" as methods inhibiting pregnancy prior to conception

Explicitly states the bill shall not be construed to create or recognize a right to abortion or to prohibit the use of contraception
