GA SB206

Creates the South Georgia Energy Authority as a public body corporate and political subdivision of Georgia to acquire, transmit, and distribute natural gas to municipal utilities in the cities of Ashburn, Douglas, Fitzgerald, Ocilla, and Tifton

Establishes an 8-member governing board consisting of the mayor or mayoral appointee from each of the 5 cities, plus 3 members appointed by majority vote who must have at least 3 years of economic development experience

Authorizes the Authority to issue revenue bonds, acquire property through purchase or condemnation, enter into contracts up to 50 years in duration, and set rates and fees for gas services

Exempts the Authority from Georgia Public Service Commission regulation (treated like a municipality), exempts its property from taxation, and grants tort immunity equivalent to municipalities

Prohibits the Authority from levying taxes; revenue bonds are payable solely from Authority revenues and do not pledge the credit of the State or any political subdivision
