GA SB237

Amends the Newton County Public Facilities Authority Act (originally approved June 29, 2020) to expand the definition of "project" to include facilities for Newton County School District and any municipal corporation within Newton County

Authorizes the authority to execute contracts, leases, and installment sale agreements with Newton County, Newton County School District, and municipal corporations within Newton County for project financing and operations

Allows the authority to issue revenue bonds with maturities up to 40 years, but requires approval from the Newton County Board of Commissioners before issuing bonds for school district or municipal projects

Clarifies that revenue bonds do not constitute debt of Newton County, the school system, municipalities, or the State of Georgia, though intergovernmental contracts for operating costs and debt service remain permitted

Upon dissolution of the authority, all assets transfer to Newton County unless project agreements specify otherwise
