GA SB238

Expands the Rockdale County Board of Commissioners from the current structure to five members elected at-large, effective January 1, 2027, with commissioners required to be county residents for at least one year prior to qualifying for election.

Eliminates the separately elected chairperson position; instead, the board will select a chairperson and vice-chairperson from among its members at the first January meeting each year.

Creates a county manager position appointed by the board to serve as chief administrative officer, responsible for day-to-day operations, enforcing laws and ordinances, supervising department heads, and making purchases up to $5,000 without board approval.

Sets commissioner compensation at 16.5% of a superior court judge's base salary as of June 30, 2025, and requires each commissioner to post a $10,000 surety bond.

Requires voter approval through a referendum on the Tuesday after the first Monday in November 2025; if rejected or not conducted, the Act automatically repeals after 365 days.
