Repeals Georgia's criminal abortion statute and the "Woman's Right to Know Act," replacing them with the "Reproductive Freedom Act" establishing a fundamental right to choose to carry a pregnancy to term or have an abortion

Removes the definition of "natural person" that includes an unborn child and eliminates provisions counting unborn children with detectable heartbeats in population-based determinations and as tax dependents

Authorizes physicians, advanced practice registered nurses, and physician assistants to perform abortions, and prohibits state arrest, prosecution, or civil penalties for individuals obtaining or performing abortions

Adds exceptions to parental notification requirements for minors seeking abortions when a healthcare professional determines notification may cause physical or emotional harm to the minor

Requires Medicaid to cover abortion services, removes prohibitions on abortion coverage in state employee health plans and qualified health plans, and establishes privacy protections for reproductive healthcare information
