Municipalities with populations over 300,000 may lease, grant easements over, or convey recreational property (parks, playgrounds, golf courses, swimming pools) to independent school systems for educational purposes when both governing bodies determine it is in their best interest.

Any conveyed property must be replaced by the municipality with one or more properties of equal or greater acreage and substantially equivalent or greater benefit to citizens.

Independent conveyances of property from the school system back to the municipality for public recreational uses count as credits against future replacement property requirements.

The cumulative impact of all such conveyances cannot result in a net loss of park acreage owned by the municipality.

Existing lease authority for recreational property remains at up to 50 years, and cooperative operation/management contracts remain limited to 10-year terms.
