Creates the Central State Hospital Redevelopment Authority as a state political subdivision to redevelop the former Central State Hospital property in Milledgeville, Baldwin County, Georgia

Authority board consists of 4 members: one appointed each by the Governor, President of the Senate, and Speaker of the House, plus one nonvoting member appointed by the state property officer, serving 4-year terms with maximum reimbursement of $100 per meeting (up to 3 meetings monthly)

Grants broad powers including acquiring/leasing property, issuing revenue bonds, entering contracts, accepting federal and state grants, and developing land for education, healthcare, housing, commerce, industrial, recreational, and historic preservation uses

Transfers all powers, duties, assets, liabilities, and contracts from the existing Central State Hospital Local Redevelopment Authority (created in 2012) to the new authority effective July 1, 2025

Exempts the authority from state and local taxes on its property, operations, and bond income, though tax exemptions do not extend to tenants/lessees or sales and use taxes on authority purchases
