Creates new crime of "interference with a first responder" under Georgia Code Section 16-11-46

Offense occurs when a person, after receiving a verbal warning not to approach, knowingly approaches or remains within 25 feet of a first responder performing lawful duties with intent to impede, threaten, or harass

"First responder" defined as any person or agency providing on-site care until ambulance arrival, including law enforcement, fire suppression, and rescue personnel

"Harass" defined as willful conduct causing substantial emotional distress that serves no legitimate purpose

Violation classified as a misdemeanor of a high and aggravated nature
