Grants the authority broad powers including acquiring property, borrowing money, entering contracts, applying for government grants, employing an executive director and staff, and suing or being sued

Authorizes the City of Port Wentworth to fund the authority using hotel-motel tax revenues upon city council approval, with expenditures required to comply with state law governing such funds

Authority cannot bind the city financially; all contracts, obligations, and debts incurred by the authority are not claims against the city, and authority properties are exempt from state and local taxes
