Creates a $1.00 monthly public safety support surcharge on telephone services (landline, wireless, VoIP) to fund the Peace Officers' Annuity and Benefit Fund

Imposes an additional $1.00 surcharge on each prepaid wireless retail transaction, collected at point of sale

Exempts telephone services billed to federal, state, and local governments from the surcharge

Requires service suppliers and retailers to collect the surcharges and remit them to the state for deposit in the general fund, then transferred to the Peace Officers' Annuity and Benefit Fund

Funds collected are restricted to supporting benefits paid to members of the Peace Officers' Annuity and Benefit Fund and shall not lapse at fiscal year end
