Authorizes the Clinch County governing authority to establish a technology fee of up to $5.00 for the Probate Court, applicable to civil action filings, estate filings, fines, convictions, and affidavit filings (excluding indigency affidavits)

Limits fee collection to once per party within any single action or proceeding

Restricts fee usage exclusively to court technology needs: computer hardware/software purchases, equipment leasing and maintenance, imaging/scanning/printing equipment, and digitization of court records for public access

Requires the probate court clerk to collect fees monthly and remit them to the county governing authority for deposit in a separate, segregated account subject to annual audit

Permits consolidation of Probate Court and Magistrate Court technology fee accounts when the two judge positions are consolidated
