City council must select a mayor pro tem from among its members at the first regular meeting following each regular election and seating of new council members

Mayor pro tem assumes all rights, privileges, and duties of the mayor during the mayor's absence or physical/mental disability, as declared by majority vote of all council members

If both mayor and mayor pro tem are absent or disabled, council may select any council member by majority vote to serve as acting mayor

Mayor pro tem or designated council member must sign contracts and ordinances when the mayor has a disqualifying financial interest

Vacancies in the mayor pro tem position must be filled by council selection at the next regularly held council meeting
