Creates a new civil cause of action in Georgia for unauthorized use of a person's "indicia of identity," including image, likeness, voice, signature, mannerisms, tattoos, birthmarks, and distinctive speech patterns (but not name alone)

Prohibits unauthorized use for advertising, fundraising, selling products, or integrating into machine learning training; also covers making available AI tools specifically designed to produce a particular individual's voice or likeness

Allows recovery of the greater of $1,000 or actual damages, plus any profits from the appropriation, and permits courts to grant injunctions

Protects identity rights for at least 10 years after death; for non-public figures, rights continue indefinitely unless assigned or licensed; sexual use of someone's identity is prohibited after death regardless of consent during lifetime

Exempts First Amendment-protected activities (satire, parody, journalism, artistic expression), media outlets without knowledge of violations, and interactive computer service providers from duty to police third-party content
