Allows any registered voter to challenge unlimited numbers of voter registrations or elector qualifications in their county or municipality, with challenges required in writing at least 45 days before advance voting begins

Establishes five specific grounds for challenges: underage (not 18 by election), non-citizenship, felony conviction without restored rights, judicial declaration of mental incompetency, or incorrect residential address

Requires challengers alleging incorrect address to either provide the voter's actual residence or demonstrate due diligence through at least two verification steps (mailed letter with return service, county property records search, or statewide voter database search)

Mandates challengers submit a signed affidavit attesting to personal knowledge and belief that the challenged person is unqualified to vote or does not reside at their registered address

Directs the Secretary of State to create and publish a standardized challenge form on their website and distribute copies to all county election superintendents and registrars
