Amends Georgia Code Section 21-2-216 to remove the restriction on voting for persons convicted of felonies involving moral turpitude who have completed their sentences

Adds a new restriction prohibiting persons judicially determined to be mentally incompetent from registering, remaining registered, or voting unless the disability has been removed

Effective date is January 1, 2027, but only if Georgia voters ratify a constitutional amendment in the November 2026 general election removing the felony moral turpitude voting restriction

Automatically repealed on January 1, 2027 if the constitutional amendment is not ratified by voters
