Property owners' associations are prohibited from enforcing state or local traffic laws, ordinances, or regulations, including parking violations

HOAs may request local law enforcement agencies to enforce traffic laws within privately owned residential areas under Code Section 40-6-3

Secretary of State must develop and implement a minimum 4-hour training program for HOA board members by January 1, 2028

Required training topics include fiduciary duties, financial literacy, record keeping, conflicts of interest, compliance with governing documents, contract oversight, and conflict resolution

All HOA board members must complete the training within 90 days of their initial appointment or election
