Eliminates the annual registration fee for alternative fueled vehicles (electric, natural gas, and propane vehicles) by repealing paragraph (19) of Code Section 40-2-151

Removes the requirement for alternative fueled vehicle owners to pay the special registration fee before obtaining the distinctive AFV license plate

Maintains the special license plate program for alternative fueled vehicles, which allows access to HOV/express lanes under Code Section 32-9-4

Removes alternative fuel vehicle fees from the funding sources for the Transportation Trust Fund (which currently collects these fees from July 1, 2022 through June 30, 2032)
