Establishes a five-year pilot program through the Division of Family and Children Services to provide autism spectrum disorder screenings, clinical evaluations, training, and resources for children in foster care

Program launches in three regional service areas in year one, expanding to additional regions each subsequent year until statewide coverage is achieved

Prioritizes services for foster children already diagnosed with ADHD, reactive attachment disorder, or those prescribed psychotropic medications

Requires annual reports by July 1 to the Governor and legislative leadership detailing program effectiveness and recommendations for permanent implementation

Automatically repeals on July 1 of the year following the final report submission; implementation is contingent on appropriations
