Creates annual reef/migratory fish endorsement fees of $10.00 for residents and $20.00 for nonresidents, required in addition to standard fishing licenses

Authorizes the Board of Natural Resources to designate which species require recreational or commercial fishing endorsements, with each species or species group requiring a separate endorsement

Requires endorsement holders to report information to the department at times and in the manner specified by board rule or regulation

Directs that fees collected from reef/migratory fish endorsements be retained by the department rather than deposited in the general fund

Updates the effective date for criminal violation standards under Board of Natural Resources rules from January 1, 2025 to January 1, 2026 across multiple code sections
