Candidates, campaign committees, PACs, independent committees, and leadership committees cannot accept more than 50% of total contributions from non-Georgia persons, effective January 1, 2027

"Non-Georgia person" defined as individuals who are not registered Georgia voters or did not pay Georgia income taxes, and businesses not registered or paying taxes in Georgia

Excess contributions from non-Georgia persons must be returned within 45 days of the reporting period end, or the funds escheat to the state

Strawman transactions to circumvent the 50% cap are a felony punishable by 1-10 years imprisonment and/or fines up to $10,000

PACs making $25,000 or less in aggregate expenditures on behalf of candidates per calendar year are exempt from registration and reporting requirements

Independent committees using broadcast, cable, radio, electronic, or internet communications to affect elections must comply with all applicable federal disclosure requirements
