Extends the automatic repeal date from July 1, 2026 to July 1, 2031 for provisions allowing University System of Georgia institutions to retain nonlapsing revenue from tuition (up to 3%), departmental sales, continuing education fees, technology fees, and indirect cost recoveries

Extends the same repeal date to July 1, 2031 for Technical College System of Georgia institutions to retain nonlapsing tuition revenue (up to 15%) and other specified fees

Extends from July 1, 2026 to July 1, 2031 the authority for University System and Technical College System institutions to write off uncollectable debts up to $3,000 (compared to $100 for other state agencies)

Maintains annual reporting requirements by October 15 to the Governor and appropriations committee chairpersons on nonlapsing revenue amounts, planned uses, actual expenditures, and cumulative balances

Takes effect upon Governor's approval or upon becoming law without approval
