Establishes the Office of Homeless Youth Prevention and Protection within the Department of Community Affairs, with operations to begin no later than January 1, 2027

Defines "homeless youth" as individuals age 25 or younger lacking fixed, regular, adequate nighttime residence, including those in shelters, motels, cars, public spaces, or sharing housing due to economic hardship

Requires the office to coordinate across state agencies to track outcome measures, develop data-sharing agreements, identify service gaps, and publish annual reports by April 1 each year

Creates a 12-member advisory committee appointed by the Governor by January 1, 2027, including social workers, DFCS representatives, legislators, youth who experienced homelessness, and parent/caregiver advocates, with the committee abolished December 31, 2029

Effectiveness contingent on specific appropriation of funds by the General Assembly
