Renames the "Georgia Development Authority" to the "Georgia Agricultural Development Authority" throughout Georgia law

Requires conforming amendments across 13 different code sections, including provisions related to the Emerging Crops Fund Act, mortgage lender exemptions, state employee benefits, and state financing definitions

The authority remains administered by the Department of Agriculture and retains its existing powers, duties, and assets under the new name

Repeals all conflicting laws upon enactment
